Pursuant to the Resolution (Reg. No. 1115), the Temporary Inquiry Panel is to investigate the facts and the circumstances surrounding the violation of The Constitution of Ukraine and Ukrainian laws, by Dobkin Mykhailo Markovych, mayor of Kharkiv, and Kernes Hennadiy Adolphovych, secretary of Kharkiv City Council, whilst fulfilling their duties in the system of tariff, property, land, budgetary and financial relations, especially during the sittings of Kharkiv City Council.
